Modernise the copy option for flag_aus_hdtv

The patch i have attached is an attempt to modernise the flag_aus_hdtv copy mode.

• If action=copy and notag=1 then only programs that are different on the HD channel are in the guide, all other shows appear as "Simulcast". Each simulcast "program" is the same length as the original program.
• if notag=0, then the above is done, but HDTV simulcasts are also copied over to the HD channel.
  

I think this might be bringing the functionality back to how those two options were suppose to work.
My rational for wanting this is so that delayed telecasts on HD channels have the same priority as those on SD channels without the HDTV flag upping it. And so that the scheduler wont choose a simulcast on the HD channel over the SD channel.
